Employee Assistance Program (EAP)

State employees, dependents and household members can receive FREE confidential assistance with personal and job-related problems through the Blue Cross & Blue Shield of Rhode Island (BCBSRI) Employee Assistance Program (EAP) administered by Carelon Behavioral Health. Trained specialists provide professional assistance and referrals to local experts to help you navigate through life's little and big challenges:

  • Stress, anxiety or depression
  • Life events
  • Parenting and relationships
  • Grief and loss
  • Substance use disorders
  • Coping with trauma
  • Caregiving issues
  • Financial planning
  • Legal problems
  • Workplace problems

Accessing EAP Services 24/7

Am I eligible to access EAP services? The State’s EAP is available to any State employee and their dependents, and any members of their household, regardless of enrollment in the State’s other benefit programs.



When can I access EAP services? So long as you’re eligible to access the State’s EAP services, they are available to you 24 hours a day, 7 days a week.

EAP for Managers/HR Administrators

The State’s EAP has special functions just for managers and HR administrators:

  • Management consultations (manager coaching/support for employees having performance issues)
  • Management referrals (required employee referrals where the support/evaluation is needed for any number of issues, including but not limited to, behavioral and substance use)
  • Critical incident response (support for employees in the event of a crisis in the workplace)
  • Trainings/workshops (educational/informative professional seminars for managers and employees alike)

To coordinate a consultation, referral or a critical incident response:

  • Managers and HR administrators should call the BCBSRI State of Rhode Island Employee CARE Center at (866) 987-3705 or (401) 429-2104 and select option 2 to reach a Carelon EAP representative. Identify as a manager/HR administrator and indicate you are looking to coordinate a manager consultation, referral or a critical incident response. Alternatively, contact the Office of Employee Benefits for assistance.
